Stay safe first

  • Keep children and pets out of the area.
  • Don't flush, run the washer or use sinks until the cause is known. More water down the drain means more water coming up.
  • Wear rubber boots and gloves if you must walk through it.
  • Don't use a household vacuum on sewage.

Who do you call about a sewer backup in Stockton?

Call the City's 24-hour Municipal Service Center at (209) 937-8341 first. The City lists that line for sewer backups, leaks and other water emergencies, including weekends and holidays.

A crew can check whether the public main is blocked. If the main is clear, the problem is likely in your own line.

Your pipe or the City's?

Stockton's code splits the house sewer line into two parts. The municipal code calls the pipe from your foundation to the edge of the public right-of-way the private "upper lateral." The "lower lateral," from there to the main, is owned by the City.

The code section we found defines ownership but doesn't spell out who repairs what. Ask the City crew which side the blockage is on, and get that in writing if you plan to file a claim.

What sewage cleanup involves

Sewage is called "black water" or Category 3. Porous items it touches, such as carpet, pad and the bottom of drywall, usually come out. Hard surfaces are cleaned and disinfected. Then the area is dried and checked.

Speed matters. Sewage left to sit soaks deeper and smells worse.

Preventing the next backup

Grease is a common cause of clogged house lines. Stockton's code even has a chapter on fats, oils and grease, which is where the lateral definitions sit. Pour cooled grease in the trash, not the sink. Don't flush wipes, even "flushable" ones. If tree roots caused the clog, ask the plumber for a camera inspection so you know whether the line needs repair.

How much does sewage cleanup cost?

Sewage costs more per square foot than clean water. HomeAdvisor's 2025 data lists black water at about $7.50 per square foot, versus $3.50 for clean water. Fixr puts black water extraction at $7 to $7.50 per square foot. See the cost guide for more.

Questions to ask

  • Will you treat this as Category 3 water and remove porous materials?
  • What will you disinfect, and with what?
  • Will you photograph and list what you throw out? (You'll need this for a claim.)
  • Do you clear the drain line, or do I need a plumber?
  • How will you keep the rest of the house clean while you work?
